Taiwan claims to be the Republic of Computer (ROC, homonym to Republic of China), but, in fact, many of the high-tech products produced in Taiwan are actually OEM (original equipment manufacturer, a manufacturer that builds products that are sold under another company's name) products; the patent and control of core technologies of those products often belong to foreign companies. Taiwan Semiconductor Manufacturing Company (TSMC) and United Microelectronics Corporation (UMC) are Taiwan's and the world's largest and second largest semiconductor "OEM" foundries, but their do not have semiconductor products under their company name. It is like a very skillful craftsman, who always waits for blueprints from foreign designers but cannot create his own art. China, for instance, have a government conducted microprocessor project called "Dragon Core." Japan also have companies like Sony developing their proprietary microprocessors. Taiwanese semiconductor foundries can product products for Intel, AMD, IBM and other leading companies, but they lack of courage to create their own brand.
In fact, besides the Apple II "clones" produced by Taiwanese factories in the 80s, UMC actually tried to release their own Intel 80486 compatible microprocessor chips (marked not for U.S. sale or import), which is also considered to be the first x86 competible CPU developed in Taiwan. Under the same clock speed, those UMC chips even out-perform the same class Intel and AMD processors by as much as 30%. However, because UMC lost the law-suite to Intel, they eventually gave up developing their own brand microprocessors. The one of the greatest difficulties to develop a x86-compatible (the biggest market) is patent. Because Intel started as a pioneer, almost all related key patents are held by Intel. In order to avoid law suits, companies have to "walk-around" in the development. Intel, on the other hand, has plenty of resources that they do not hesitate about filing a law suit. It is not easy to prove that a design was not copying or "inspired" by someone else's work (clean room design), so not many companies wants to start developing a x86 compatible microprocessor. The two 486 chips on the right are the testimony of the brave attempt of a Taiwanese company - United Microelectronics Corporation (U5S-SUPER33 is roughly same class as Intel 486 DX 33Mhz; U5SX 486-33 is same class as Intel 486 SX 33Mhz).

Texas Instruments 486DX CPU

The Texas Instruments made 486-compatiable microprocessor on the right (486DX4-G100-GA and TI486DX2-G80-GA) is an interesting product. First, it is the first and only microchip that has colour printing on top of the ceramic package that I have seen. Second, this was the only attempt that Texas Instruments, tried to enter the x86-compatible microprocessor industry. Third, this CPU was made in Taiwan (as it stated on the back) but I was not able to find out who actually produced this chip. According to a Taiwanese engineer of Texas Instruments testing facility, the core of this processor was actually manufactured in TI's own facility in Dallas, Texas, packaged by Anam Korea, and then shipped to Taiwan for final testing in Texas Instruments testing facility located at JhungHe (ZhungHe), Taipei County. This CPU was not actually manufactured in Taiwan. According to him, the yield ratio of this processor was extremely poor at the beginning. After they improved the ratio and the product finally hit the market, the clock speed was already behind other companies' products. Therefore, the sales of this chip were poor. The engineer who was in charge of testing this chip, then, switched into sales department.
